What is a Notary Public?

A Notary Public is authorized by the Province of Ontario to witness and authenticate signatures on documents. This includes verifying identity, confirming documents are signed willingly, and applying an official seal for use with governments, institutions, courts, and organizations.

What is a Commissioner of Oaths?

A Commissioner of Oaths is authorized to administer oaths, affirmations, and statutory declarations. This is required for documents such as affidavits and statutory declarations, where the signatory must swear or affirm the truth of the contents before an authorized commissioner.

A Notary Public has broader authority than a Commissioner of Oaths, including the ability to certify true copies of documents. Both can witness sworn statements.

What services does PrimeSeal Notary offer?

PrimeSeal Notary provides mobile notarization, commissioning of oaths, certified true copies, and document witnessing across the Greater Toronto Area.

Services are provided in a non-legal capacity. No legal advice or legal services are offered.

Do I need a Notary Public or a Commissioner of Oaths?

It depends on the document. For certified true copies and notarized documents intended for international use, a Notary Public is generally required. For affidavits and statutory declarations used within Ontario, a Commissioner of Oaths is typically sufficient — though a Notary Public can perform both functions.

Appointments
How do I book an appointment?

Contact us by phone or email with your service required, document type, preferred location, and availability. We'll follow up to confirm your appointment and next steps.

Where do appointments take place?

We come to you. Appointments can be arranged at your home, office, or another suitable location. We also accommodate appointments at hospitals, care facilities, and other institutions.

How long does an appointment take?

Most appointments are completed within 15 to 30 minutes, depending on the number and type of documents. Having your documents prepared and identification ready helps ensure the appointment runs smoothly.

What do I need to bring to my appointment?

Please have the following ready:

  • Valid government-issued photo identification (passport, driver's licence, or equivalent)
  • Your documents unsigned — signatures must be completed in the notary's presence
  • The original document if requesting a certified true copy
Can I sign my documents before the appointment?

No. For notarization, commissioning, and document witnessing, signatures must be completed in the presence of the notary or commissioner.

If your document has already been signed, you will need an unsigned copy to proceed. Certified true copies do not require a new signature.

Can you notarize documents for use outside Canada?

Yes. Notarization is typically the first step for documents intended for international use. Additional authentication may be required depending on the destination country.

Canada joined the Hague Apostille Convention in 2024, which simplifies the process for many countries. Requirements vary, and clients are responsible for confirming what is required by the receiving authority.

What is a Certified True Copy?

A certified true copy is a copy of an original document that a Notary Public has verified as a true and accurate reproduction of the original.

Certified true copies are commonly accepted by governments, financial institutions, universities, and organizations in place of original documents.

Can you notarize a document that is already signed?

No. The signature must be applied in the presence of the notary for notarization or witnessing.

If the document has already been signed, an unsigned copy will be required.
